Evidence And Methods Lab

Evidence and Methods Lab (EML) is an Africa-focused civic technology organization headquartered in Kampala, Uganda. EML's mission is to strengthen citizen participation, accountability, and governance across Africa by making government information accessible, amplifying citizen voice at scale, and measuring whether leaders respond.

With a current track record of nine countries and 5 million+ citizens reached, we operate at the intersection of three capabilities:

1. Simplifying complexity by translating dense government documents (budgets, laws, policies) into accessible formats in local languages
2. Amplifying citizen voice; collecting feedback through analog-digital tools designed for low-connectivity, multilingual contexts across Africa; and
3. Measuring accountability through tracking whether leaders act on citizen input and creating public scorecards that reward responsiveness.
