Bidlisiw was established in March 1989 as a social development non-government organization serving communities across Regions 6 & 7 in the Visayas, Philippines. It was formally registered with the Securities and Exchange (SEC) on September 15, 1989.
For over 35 years, Bidlisiw has worked alongside communities, local government units/agencies, and various stakeholders to promote social change and development.
The organization holds accreditation from the Department of Social Welfare and Development (DSWD) and the Philippine Council for NGO Certification (PCNC), and collaborates closely with local government units in areas where its programs are implemented.

• Commercially Sexually Exploited Children& their families
• Children in Contact with the Law & their families
• Children Drug User/Surrenderee and their families
• Other Abused and Exploited Children and their families
Having the above sector as the Foundation’s beneficiaries, Bidlisiw being a child focused agency is guided by the UNCRC principles of protection, non- discrimination, participation and best interest of the child. Safeguarding children is the primary concern by all staff and volunteers putting in placed a child protection policy that guides the staff in its day-to-day dealings with the target groups. The Foundation as well defines/develop its programs and services as a result of a consultation among children, their parents and stakeholders.
Being a community-based agency, the Foundation developed programs and services as well as the methodologies that are tailored fit to the needs of the CNSP and their families. Bidlisiw’s Child & Family Healing Recovery & Reintegration (CFHRR) Framework of Intervention is an innovation of
Bidlisiw is recognized by various agencies for best practice. In the locality, only Bidlisiw provides a systematic community based therapeutic interventions and reintegration services aside from the social welfare office whose capacity is limited due to few numbers of Social Worker and oftentimes the Psychologist are hired as retainers or on calls. Bidlisiw’s work is an added value to the LGU’s efforts. Bidlisiw also implements advocacy work, organize special events to raise awareness, participate in local governance through the special bodies to lobby on issues affecting children as well as other gender related advocacies.
Bidlisiw’s Enhancing Self-wage & Employment Opportunities (ESWEO) program provides youth with access to technical and vocational skills training in partnership with TVET providers and private sector companies. Over the past five years, youth have been referred to various trainings including digital services, hospitality, industrial work, and entrepreneurship. To enhance their readiness for employment or self-employment, the program also includes preparatory life skills sessions, using the “Widening of Options for Economic Inclusion” module to build soft skills such as communication, work ethic, and financial literacy. Strategic partnerships with local companies enable youth to access on-the-job training, employment opportunities, or enterprise-based learning, while aspiring entrepreneurs receive business management support to help them launch and sustain their ventures.
