CECAL was founded in 1996, in Barcelona, by a group of Spanish and Latin American professionals and intellectuals as a private association with the objective of studying and disseminating Latin American culture, both scholarly, artistic and popular. Thus, we support the creation of the Guaraguao magazine at the Autonomous University of Barcelona (www.revistaguaraguao.es). This is today an independent publication with twenty-seven years of life and 73 published issues, recognized as Historical Head of Spain by the Ministry of Culture and is part of eight international indexes of scientific publications. Currently, Guaraguao magazine publishes three issues a year, of approximately 220 pages each. To date, Guaraguao magazine has published approximately three hundred and fifty academic articles, two dozen translations and a dozen books fully translated and reprinted in the special section dedicated to the reprinting of books of undoubted value that are not currently available to readers. , due to exhaustion of the edition.

We are currently carrying out a project called Hispanic American Poets of Today, which consists of publishing anthologies of women poets from each of the Latin American countries, by recognized literary authorities from the respective countries.

Guaraguao magazine counts among its subscribers national libraries from several countries, as well as libraries and study centers of prestigious universities, especially from Europe, the United States and Latin America, but also from other cultural regions, and thus we have subscribers from Turkey, Israel and Australia.
CECAL has received a subsidy from the Spanish Ministry of Culture since 1997 for the publication of the magazine Guaraguao. We have punctually complied with all the obligations derived from a public subsidy and thus annually present to that organization a precise list of expenses and income, which have been approved in their entirety.

In 2012 we founded the PASO DE BARCA publishing label, with four collections. The first is dedicated to colonial literature, from the 16th-19th centuries; the second is minutes of workshops and academic conferences, the third is a novel and the fourth is poetry.

In 2015, the European Union, through the Creative Europe Program - Creative Europe, awarded CECAL Project no. 2014-3467 /001-001, titled Ex-centricities: The Renewing Breath of European Literature, a special fund for the translation and publication of books for two years, a project that ended successfully in 2017, with CECAL having been selected as an example of administration successful projects in the Europe Creative programme.

In 2016, CECAL held a commemorative session of the twenty years of founding of Guaraguao, at the Madrid headquarters of Casa de América, a session chaired by the Cervantes Prize for Literature Antonio Gamoneda.
