Introduction of Network for Human and Social Development

Network for Human and Social Development is a non-government non-profit charity registered with Islamabad Charity Commission, Economic Affairs Division and Pakistan Center of Philanthropy. It is a collaboration partner of Air University and is also an implementation partner for GlobalGiving, Myriad USA, Benevity, Akhuwat Foundation, Rescue 1122 as well as more than 60 international and national organizations. Since 2012, NHSD has worked in the fields of Disaster Management, Youth Empowerment, Maternal Neonatal and Child Health, Advocacy, Public Health Education, Water and Sanitation, Sustainable Livelihood, and Baseline Surveys. The organization has been appreciated at a national level and has been a first respondent on various significant disasters such as COVID19, the 2010 floods, the 2021-2023 floods, as well as establishing medical camps and food ration distributions for internally displaced people.

Background

The National Floods of 2025 have indicated a significant need for empowering local communities as well as emphasizing the focus towards sustainable climate change protection practices. Whilst the government of Pakistan has been a signatory of various climate change endeavors and has also been a victim of the climate change policies that have been implemented in countries which have exploited developing countries, this exploitation is causing devastating impact in countries like Pakistan which do not have the resources, the manpower, or the capacity to establish safety mechanisms. Whilst bureaucratic failure and a systemic failure of governance has also played a long-term role towards the inevitable occurrence of this flood situation. The impact of the 2022 floods are still deeply felt in the country, and furthermore, that these floods only emphasize the need for grass-root community-led initiatives which must be supported to ensure long-term feasible planning to contain such occurrences in the future.

Purpose of Project

This project is titled “اس پرچم پے سارے تلے، ہم ایک ہیں” (translation: Rallied by the Flag, we are United), and is focused towards construction of 200 one-room houses, 8 filtration plants and 3 schools in the areas of Kabeerwala Shikarpur (Khanewal) and Jallalpur Peerwala (Multan). These were the worst affected areas and taking into account the long term focus which climate change impact will have towards the people in this area, we are determined that this project will ensure the construction of houses, schools and filtration plants that are held in place on foundations that are sustainable and can withstanding the long-term impact of floods which are inevitably going to happen in the country.

Another purpose of this project is to provide an economical, sustainable, and effective monitoring mechanism which ensures that the communities have effective flood response systems and early warning systems that utilize AI. This project target population are youth as well as adults and taking into account the economic upheaval caused as a consequence of the 2025 floods, this is a necessary action to undertake to ensure that the community has a substantial and reasonable safety framework established to protect them from any future floods.

Furthermore, it is a fact that there are a substantially higher likelihoods of floods in future, so this project will focus on preventing damage caused by them.

This project utilizes open-source satellite imaging as well as locally sourced sensor equipment that is focused on ease-of-use, cost-efficacy (i.e. can be replaced easily) and sloped learning curves.

This project utilizes the community mobilization model as well as health belief model.

The project will use three core elements to ensure that the project is made sustainable as well as ensuring effective monitoring and evaluation:

  • Qualitative analysis using phenomenological study frameworks ensuring that the socio-cultural contexts are integrated.
  • Quantitative Study Analysis using Cohort Studies
  • Real-time Satellite Imaging and AI Server Framework Adaptation for the development of localized Large Language Model which focuses on each location individually.

Project Duration has been determined to be 1.5 years, with 1 year for project implementation and 6 months (0.5 years) as sustainability monitoring period.

The reason that this project is cyclical is because our initial coverage will be a fraction of the actual location, and with the integration of the effective early warning system and with AI adaptations, it will become a feasible option for the local population to adapt with further support by local MOUs and integration of supply chain management cycles..

Monitoring and Evaluation

To ensure that the project is being undertaken without any bias and to ensure that the project is completed in accordance with the requirements of Donor and NHSD standards, biweekly monitoring and evaluation reports will be shared with all concerned. To guarantee that the project is being undertaken without the impact of any third party or external entities.

Furthermore, NHSD will undertake the hiring process jointly to ensure that transparent unbiased hiring is implemented during the project. 

NHSD will ensure that the project coordinators who have been associated with each area are directly engaged and collaborate effectively with them to ensure the sustainable implementation of the project.

The reason this project is being undertaken as a single blind cohort study is because the end outcome is made aware for the implementation of the project and furthermore, that the community is provided relevant information that they can process with relevant knowledge that benefits the project sustainability.

Sustainability

For the sustainability of this project NHSD recommend the following actions be undertaken upon conclusion of the project and subsequently covering the next five years.

  • Memorandum of Understandings established with the key stakeholders in the community so that the maintenance of the project is sustainably managed.
  • That NHSD approach Air University and in collaboration with SUPARCO we can utilize the satellite imaging as well as real-time data from the project towards focusing on the development of effective sustainable agricultural policies as well as guidance for industry focused research and white papers.
  • The maintenance of the sensors is monitored regularly to ensure that the response mechanism is effective and provides real time data that is stored and utilized for real-time analysis and safety implementation strategies.
  • Project Coordinators identity key government bodies that will assist in ensuring the sustainability of this project.
  • Awareness campaigns of the project implementation through success stories shared on NHSD online platforms that will be used to generate international funding for maintenance of the equipment.
