A.R.C. was established in 1988 in Tucson, Arizona, by Kay White in response to the urgent needs of elderly individuals in crisis—particularly those facing emotional, financial, or physical abuse. Many of these individuals were unable to access community resources due to physical, mental, or social challenges. The organization was created to fill this critical gap in elder care and protection.
Over time, A.R.C. expanded its mission to address broader issues of housing stability and financial empowerment. Following the 2008 financial crisis, under the leadership of Executive Director Debbie Chandler, A.R.C. began serving individuals and families facing foreclosure and economic hardship. With support from the Arizona Department of Housing, it became a HUD-Certified Housing Counseling Agency, offering services such as:
- Foreclosure prevention
- Reverse mortgage counseling
- Homebuyer education
- Financial literacy programs
In 2010, A.R.C. opened offices in Phoenix, extending its services to Maricopa County and eventually statewide. Today, it is recognized nationally for its work in housing counseling and elder protection.
A.R.C. remains a 501(c)(3) nonprofit and an Arizona Qualified Charitable Organization, continuing its dual mission of supporting vulnerable elders and promoting housing stability across Arizona.
